The Galactic Senate was the ruling assembly of the Republic, and was a congress of over 1000 delegations, likely corresponding closely to the 1024 sectors
of the Republic. Only 24,372 starsystems were voting members of the Republic which had Senators that could be seated in the Galactic Senate, while
the Republic claimed jurisdiction over more than a million planets. Each Senate delegation represented their homeworld alongside the other planets
of their sector which had Senators who weren't present, and many thousands of non-member planets with smaller populations. Each Senator acted
as the leader of, and spokesperson for, a Sector Caucus, made up of Senators and representatives from the worlds of that sector which did not sit in
the Galactic Senate. Some delegations had more than one Senator, however each delegation only had one vote.
LEADERSHIP
The leader of the Senate was the Supreme Chancellor, who was elected from amongst the seated members. The Chancellor's Office acted as the executive
branch of the Republic, but the scope of their duties and powers was limited by the Republic Constitution. The Senate also elected a Speaker from amongst
its own members to run the proceedings of the Senate, which were presided over by the Chancellor. The Senate Speaker also acted as the Vice Chair, which
made them second to the Chancellor within the executive bureaucracy, and who would act as interim Chancellor should the need arise. The most senior
aide to the Chancellor was their chief of staff, and attended Senate meetings seated to the left of the Chancellor. The Chancellor was elected for a five-year
term, and could legally serve for two terms, lasting ten-years, but could also be removed by a no-confidence vote at any time.
7937 to 7945 (40 to 32 BBY)
Chancellor Valorum was elected in 7937 (40 BBY) according to legendary material, and in his second term when he was voted out in Episode I.
7945 to 7958 (32 to 19 BBY)
Chancellor Palpatine was elected in Episode I, and served for a period of two terms which was approaching its end when the Clone Wars began in
Episode II, leading the Senate to grant him emergency powers allowing him to extend his rule beyond its legal limit. Palpatine would be the last
Chancellor of the Republic, as he used his expanded authority to appoint himself Emperor in Episode III.
MEMBERSHIP
Senators and members of Senate delegations were appointed by the ruling government of the planet they represent, which may or may not have included
some democratic process in their selection. While subject to scrutiny and recall by their planet's leaders, Senators were in many ways a planet's highest
ranking official, as they were the leader of all Republic bureaucracy in their home sector. While the scope of their powers was limited by law, this still made
Senators the highest direct authorities in the galaxy. The length of a Senator's term differed based on whatever legal mechanisms in their home sector and
on their home planet selected them. Most Senate delegations had one Senator and their personal staff, however some delegations had three seated
Senators, and others had individuals called Representatives alongside their Senator. Each delegation only received one vote.
Prior to 7945 (32 BBY)
Senator Dagonet was "one of the longest-standing Senators in the Republic" when he is seen in approximately 7919 (58 BBY).
Senator Larik was a member of the Senate for some time before his death in approximately 7932 (45 BBY).
