THE REBEL ALLIANCE
Rebel Alliance to Restore the Republic
The Rebel Alliance was a broad coalition of anti-Imperial forces, centered around a revolutionary, republican organization dedicated to
reforming the Empire into, or replacing it with, a democratic political regime emphasizing planetary sovereignty. The Alliance was in many
ways the political descendant of the defunct Separatist Alliance, as well as the loyalist elements of the Republic who had opposed military
expansion and the transition into the Empire. The Rebel Alliance was primarily funded and organized by opposition elements within
the Imperial power structure, who used their resources to share intelligence and coordinate between the many different insurrectionist
groups in the galaxy. This gradually brought together republican groups across the galaxy with those seeking independence for their worlds
and others who had no desire to be part of a galactic government of any kind. This wide-net policy was essential in developing a network of
insurgents capable of posing a threat to the Empire, but would remain an issue to the cohesion of the Alliance throughout the Civil War.
Joint activities between the Rebel Alliance's military forces had already begun by 7972 (5 BBY), despite not yet formally belonging to
a unified command structure. The Imperial response to escalating insurgent activity, as well as the Empire's continued erosion of political
liberties contributed heavily to the growth of the Alliance and the popularity of its message. The central organization of the Alliance was
publicly declared late in 7975 (2 BBY) as the Alliance to Restore the Republic, which established itself as a parallel government in exile for
the galaxy, and was led by rogue members of the Imperial Senate. Its military forces were subordinate to a civilian leadership of officials
who were legally elected, in keeping with the democratic principles of the Republic it was created to restore. After the victory of the Alliance
in the Galactic Civil War in 7982 (5 ABY), the main elements of the Alliance became the core of the New Republic's government and military.

LEADERSHIP
The Rebel Alliance was led by an executive body known as the Alliance Council, which conducted political affairs, set official policies, and
maintained oversight over the activities of their official forces. Individual rebel cells were led by charismatic leaders who were responsible
for bringing their cell together, or who had been otherwise chosen internally to lead. After the formal unification of the Alliance, those
cells which became their official forces became subdivisions of the Alliance military, subordinate to military High Command. The Alliance
Council was the ministerial body in charge of the Rebel government, responsible for political affairs, military policy and oversight, logistics,
procurement, and financial affairs. Members of the Council were former or sitting Imperial Senators, who were duly elected to represent
their people. The leader of the Council was named Chancellor, as part of their mandate to restore the Republic. The other members of
the Council were named Ministers with various portfolios within the executive branch of this parallel galactic government, however since
the Alliance rarely held control over entire populated planets, their actual authority outside of the Alliance was extremely limited.

Alliance Council 7977 (0 BBY)
The only leader of the Alliance was Senator Mon Mothma, who served as Chancellor from its official founding until the end of the Civil War.
Known members of the Alliance Council during Rogue One and the period immediately preceding Episode IV:
Chancellor Mon Mothma Minister Nower Jebel Minister Bail Organa Minister Tynnra Pamlo Minister Vasp Vaspar

Cell Leadership
Rebel cells were typically led by those individuals the group had initially coalesced around. Charismatic authority and force of personality
are essential to inspiring fighters to go into battle against a vastly superior force, and to face the hardships of fighting in an insurgency.
Leaders of cells which united into the Alliance became prominent members of their military or political hierarchy. Those cells which
maintained a peripheral association with the official alliance were entirely self-governed. Leaders of known Rebel cells:
Governor Ryder Azadi General Jan Dodonna Saw Gerrera Lady Bo-Katan Kryze Senator Mon Mothma
Princess Leia Organa Admiral Raddus Commander Jun Sato General Cham Syndulla Captain Hera Syndulla

ORGANIZATION
Rebel Alliance Organization
The Alliance was composed of rebel cells from across the galaxy, many of which had motivations and goals which sometimes conflicted with
the specific mission and ethical priorities of its central leadership. Individual rebel cells had grown up autonomously, and maintained varying
degrees of independence after the formal unification of the organization. Those cells which fully integrated into the Alliance were gradually
subsumed into the unified military structure, but still maintained some of their unique identity and independence as Rebel units. Other cells
remained only peripherally associated with the Alliance, either because their goals were primarily or entirely geared towards the liberation
of a specific planet or domain, or because their priorities and tactics were too far removed from those of the Alliance's leadership.

REBEL WORLDS
The Rebellion was a galaxy-wide insurgency on hundreds of thousands of worlds, however until the last year of its existence, the Alliance
was rarely in control the entirety of any populated planet. Uprisings against the Empire took place throughout Imperial rule, but became
increasingly common in the years leading up to the Civil War. Worlds which succeeded in entirely overthrowing the Empire were usually
subject to vicious Imperial reprisals, and thus the Alliance focused on attacking Imperial resources rather than gaining control over planets.
As the Civil War progressed, the Empire became weaker and its forces spread thin, finally making it safe for worlds to rid themselves of
the Empire without the certainty of being destroyed. Prior to that point, most rebel worlds were in fact ruled by the Empire, with their
rebel forces fighting off world in hopes of one day returning. Other rebel movements were entirely devoted to fighting to liberate their
world, and fought as insurgents while the Empire continued to administer their planets. The only planets the Alliance controlled were
the remote and usually uninhabited planets where they established their bases. The Rebel base on Dantooine briefly served as the first
headquarters of the Alliance, replaced soon after by their fortress on Yavin 4. After the Battle of Yavin, the Alliance was dispersed into
smaller units to aid the growing rebellion in the galaxy. Throughout the Civil War, the Alliance was constantly hunted by the Empire,
and based its forces in smaller groups on remote systems, usually in the Outer Rim. After the Battle of Endor, the situation in the war
began to shift in the Alliance's favor, and the Alliance began to gain actual control over a great many worlds.
